By providing detailed and comprehensive insights into different dimensions of AI readiness, it helps highlight any institutional and regulatory gaps and enables the Council to tailor support for governments to fill those gaps, in order to ensure an ethical AI ecosystem in line with the vision. In this way, it complements the Integrity Impact Analysis (IIA) tool, which provides a micro-level perspective on the ethical impacts of particular AI systems.

A tool for evaluating the benefits and risks of an AI system in relation to the values and principles on the Ethics of AI. This is an important step in ensuring the ethical design and usage of AI. AI systems and tools are frequently distributed to consumers without a clear and transparent understanding of the potential hazards and how they might be avoided, even when such concerns were foreseen. The risks of this approach have been exacerbated by the arrival of powerful new generative AI tools branded "experimental" by their developers, such as large language models that have routinely generated inaccurate, misleading, or discriminatory content.
